National's Plan to Save the Hauraki Gulf: Restricting Commercial Fishing (2026)

Bold claim: the Hauraki Gulf’s future protection is up for debate, and National is stepping in with plans to tighten fishing rules. But here's where it gets controversial: will stronger restrictions actually protect the gulf without hurting communities that rely on fishing? And this is the part most people miss: the details of which areas are off-limits and which practices are allowed can dramatically change everyday life for recreational users and commercial fishers alike.

National’s conservation spokesperson, Tama Potaka, announced that the party will push for tighter limits on commercial fishing in the Hauraki Gulf. The coalition government’s legislation from last year created 12 high-protection areas (HPAs) that ban a broad range of activities, including most commercial and recreational fishing, along with five sea-floor protection areas.

When the bill passed, the opposition criticized a late amendment that granted exclusive access for ring-net fishing operators to two HPAs. Potaka acknowledged on Saturday that this carve-out sparked significant concern among Auckland’s many users of its key waterway.

Priyanca Radhakrishnan, Labour MP for Maungakiekie, had previously stated that Labour would overturn the carve-out if elected. She noted that the environment select committee had unanimously recommended passage with no substantive changes, yet an 11th-hour shift—driven, she argued, by lobbying of the minister of oceans and fisheries—led the government to dilute protections. Labour, if in government, would reverse the ring-net access provision in those HPAs.

Potaka also signaled that National would seek to restore a complete ban on fishing in the HPAs if reelected. Additionally, he mentioned controversy over bottom trawling in certain Gulf corridors and said that it would be reviewed to ensure consistent Gulf protection that still respects recreational needs and commercial realities.

Ultimately, the aim is a balanced, transparent approach that prioritizes the Hauraki Gulf’s health—Auckland’s beloved playground and the centerpiece of some of New Zealand’s most iconic aquatic events—while weighing the interests of both everyday waterway users and industry.
